A Meeting of Stoke Gabriel Parish Council was held on

Monday 14th July 2008 after an open meeting in the Village Hall

 

7 members of the public were present

Present:           Mr R Tully (Chairman), Mrs C Hunt, Miss E Bridge, Miss P Ellis, Dr. R. Johnson, Mr I Jones, Mrs J Lowe, Mr J Robinson, Mr B Tarr

1          Apologies – None

2          Police ReportPC Pearse sent his apologises but advised that he had looked into the problem of parked vehicles on the Longcombe Road junction with the Totnes/Paignton Road

3          To confirm the minutes of the last meeting on 30th June 2008

            Taken as read and signed by the Chairman,

4          Matters arising from the Minutes – Cllr Bridge reported that at the last meeting Cllr Pennington advised that there were grants available for other local projects as well as assistance with a new burial site. Cllr Tarr reported that he had met with John Halliday concerning parking in the village. Cllr Lowe asked why the dog bin still had not been erected in the orchard. Cllr Jones advised that the owner of land at Wash Brooke had agreed to clear the area.

5          Chairman’s Report - The Chairman had nothing to report other than those items to be discussed on the agenda.

6          Planning

The following planning applications were considered at a planning meeting held on 14th July:

1.      Gabriel Court Hotel – Resubmission of application part demolish, refurbishment and  extension

to hotel and erection of 9 new dwellings, car parking and public open spaces. No decision made A site meeting would be held on Thursday 17th July.  Cllr Johnson declared an interest and took no part in the discussions

2.      Tanglewood, Vicarage Road – resubmission of application for erection of bungalow.  No Objection

3.      Aish House, Aish – Alterations & addition to form sun room and terrace. No Objection but await conservation officers report for listed building consent

4.    Uphill Cottage, Stoke Hill – Extension to form larger porch  No Objection

Planning Applications Granted by SHDC

1.      Westerly, Vicarage Road – Extension to dwelling

      2    Redway Cottage, Coombe Shute – 1st floor extension for bedroom and porch

      3    Sandridge Park – Listed building consent and construction of a pool house

      4    Stoke Court, Paignton Road – Cherry Tree preservation order not confirmed

The meeting was advised that an e-mail had been received with draft plans from the Area Planning Officer concerning the possibility of erecting 5 industrial units on land to the rear/north west of existing units and to replace the existing units with a new building at Four Cross, Paignton Road. The plans were passed to all councillors and after discussion it was agreed that no comments could be made until a formal planning application had been submitted.

 

7          Items raised on behalf of the Clerk

Cllr Robinson passed a letter received from the solicitors acting for B.T. concerning the possible removal of the red phone box at Aish to Cllr Jones. Cllr Robinson advised that a letter had been written to South Hams concerning grass cutting but no reply has been received to date. It was agreed that a letter should be written to South Hams concerning the lack of dog waste bins.

 

8          Hoyle CopseCllr Jones reported that there would be a presentation of the cup won at the Devon County Show at the River Shack on Thursday evening at 6.00pm. Cllr Jones was congratulated on the excellent TV broadcast which reported on the fairy population in the Copse. Cllr Jones advised that a number of new fairies had been discovered.

9        Highway and Hedgerow Matters – The meeting was advised that the stone wall belonging to Stoke House had been badly damaged opposite the war memorial. The damage had been caused by an oversized lorry delivering materials to the site at Badgers Retreat on the Paignton Road. It was agreed that a letter and photographs be written to the Contractor requesting that he arranged for the damaged wall to be repaired. Cllr Tarr advised that due to the complete lack of road sweeping and leaf clearing there had been a very nasty accident on the steps leading down beside the war memorial. A parishioner had slipped on the wet leaves on the steps, fallen and required urgent medical assistance after being taken to her doctor by her husband. A letter would be written to South Hams demanding action. Cllr Tarr advised that the outside of the village Hall had now been painted. Cllr Bridge reported that during a recent fire in the village fire engines were unable to respond quickly due to the inconsiderate parking of vehicles in Vicarage Road and Flood Street. Cllr Bridge advised that there was a wasp’s nest in the school wall and that the hedge at Kennwall Farm required cutting. However this could not take place until after the end of July. Cllr Ellis asked if it would be possible for the hedge leading into Coombe Shute to be trimmed when the grass is next cut in the orchard.

10        Matters raised by Councillors – Cllr Jones advised that the village tree warden had acquired several trees from South Hams which could be planted in the village. Cllr Jones agreed to liaise with David Lusty. Cllr Bridge advised that a stone wall had been knocked down at Crown Leigh without permission. District Cllr Rowe advised that walls could be knocked down without permission but could not be rebuilt or built without permission. Cllr Lowe reported that an apple tree had been knocked down in the orchard. Cllr Hunt kindly agreed to arrange for her husband to take care of it.

           

11)       Accounts

It was proposed by Cllr Ellis and seconded by Cllr Lowe to make these payments:

 

Plandscape  -    Orchard grass cutting June                                        £      91.65

J. Robinson -    Postage and stationery for six months                                78.39

 

A payment was made on behalf of the Parish Plan committee for £ 1427.63 made payable to Devon County Council           

 

To agree the following Annual payments

 

None.

 

 

There being no other business the meeting closed at 9.30pm
