The First Annual Meeting of Stoke Gabriel Parish Council was held on
1 Apologies – District Cllr. R. Rowe (Cllr. Rowe arrived during the meeting)
5 Police Report – PC Pearse sent his apologises but advised that there had been one crime during April being a drink driver approaching the village at 9.10am which resulted in a RTA. The driver was charged and convicted. PC Pearse also wished to remind everyone that at this time of year vigilance should be given to opportunist door knockers and urged elderly or vulnerable persons to take precautions when answering their door. A full copy of his report will be posted on the village notice boards

8 Chairman’s Report - The Chairman had nothing to report other than those items to be discussed on the agenda.
9 Reports from County & District Councillors
County Counsellor Pennington advised that he had told the highways contractors about the various reported potholes around the village but would again remind them. He had also requested that action be taken over the lights at Ramslade
10 Boundary Commission Review The Chairman advised that the first report was due out on 7th July. It was agreed to hold a public meeting to discuss the report and representatives from both South Hams District Council and Torbay Council would be invited to give a presentation. The meeting will be held on either 14th or 21st July and further notices would be displayed.

12 Items raised on behalf of the Clerk
Cllr Robinson advised that he had received a reply to his letter concerning the high costs of the parish elections held last year. The District Council were not prepared to reduce the costs. Cllr Rowe suggested that payment should be withheld and she would take the matter up. A report was read out from the River Dart Non Beneficiary Group that brought up concerns about predicted tidal rises. The coast around the UK is being eroded at about 1 metre a year. A copy letter sent to SHDC by the village in Bloom committee was read out and it was agreed that the Parish Council would also write to SHDC supporting the committee’s concern at the lack of grass cutting in the village. The Land Registry has asked that the Council register any land that it owns. Cllr Jones advised that both Hoyle Copse and the Church Orchard had already been registered. Cllr Robinson advised that draft annual parish accounts had been prepared and would be passed to the internal auditor prior to submission to the Audit Commission.
13 Yalberton Valley Action Group – No report was available but Cllr Tully advised that the group were awaiting a report from Torbay Council.
14 Hoyle Copse – Cllr Tully praised the hard working group on their success on winning a gold award at the Devon County Show in class 3 ancient woodlands with rustic access. A copy of the certificate would be attached to the Copse gate. Cllr Jones advised that he had attended the prize giving and they had also won the Forrest Authority Perpetual Cup but could not show the meeting the cup as it had been lost. He hoped to receive it at a later date from the organisers. It was agreed that when the cup appears a presentation would be held. Cllr Jones further reported that the bracken had been cut.
15 Highway and Hedgerow Matters – Cllr Johnson asked about rock climbing in the Copse. Cllr Jones advised that the climbers were preparing the face and making it safe. Cllr Tarr asked Cllr Pennington if he could arrange for the whole village to be sprayed to kill off weeds. Cllr Tarr also raised the question of road sweeping and the attitude of the refuse collectors. Cllr Pennington agreed to look into the matter. Cllr Hunt advised that the bench normally sited at Duncannon was now repaired but requested that it be moved slightly to avoid it being damaged by approaching lorries. Cllr Bridge advised that white lines had appeared in Yonder Meadow and hoped that this was a sign that repairs would soon be made to the road. Cllr Lowe reported that further potholes had appeared in Flood Street. Cllr Ellis raised the fact that the grass verges around Portbridge and Four Cross were in a bad state.
16 Matters raised by Councillors – Cllr Tarr suggested that a letter be written to the Parish Plan Committee requesting a meeting to discuss the results of the questionnaire and how the council could become involved. He also advised that he would be standing down as a Governor of the school in October. Cllr Lowe advised that although the dog warden had visited the village there was still no bin in the orchard. Cllr Ellis advised that the local Post Office would remain open.
