A Meeting of Stoke Gabriel Parish Council was held on

Wednesday 17th September 2008 after an open meeting in the Village Hall

 

11 members of the public were present

Present:           Mr R Tully (Chairman), Mrs C Hunt, Miss E Bridge, Miss P Ellis, Dr. R. Johnson, Mr I Jones, Mrs J Lowe, Mr J Robinson, Mr B Tarr

1          Apologies – None

2          Police ReportPC Pearse sent his apologises but advised that there had been one crime reported that of damage to a parked motor vehicle. PC Pearce also requested the name and contact details of the parish community emergency planning coordinator. Cllr Bridge confirmed that she happy for her details to be forwarded to PC Pearce for inclusion on both police and district council records.

4          Matters arising from the Minutes – None.

5          Chairman’s Report - The Chairman had nothing to report other than those items to be discussed on the agenda.

6          Planning

The following planning applications were considered at a planning meeting held on 17th September:

1.      Moonriver – Resubmission of application for extension to dwelling.     No objection      

2.      7 Clay Park - resubmission of application for reduction in depth of decking.  No Objection but  suggest  that the gap between the decking and fence should not be used for any storage above the boundary fence

3.    The Hayes, Vicarage Road – Listed building consent for 1st floor alteration and erection of new fence.                                                                                            No objection 

4.    Highfield, Paignton Road – erection of single storey extension          No Objection

5.    Broadleigh Farm – Extended rally from 17/07/2009 to 9/08/09.      No Objection  Cllr Hunt did not attend the planning meeting and therefore took no part in any decision making.

1)      Uphill Cottage, Stoke Hill – Extension to form larger porch

2)      South Downs – replacement of conservatory with larger garden room

3)      East Farm, Waddeton – erection of agricultural building to store corn

6)      Tanglewood, Vicarage Road – Erection of bungalow

1)      Highover, Hoyle Lane – demolition of existing and erection of replacement dwelling

7          Items raised on behalf of the Clerk

Cllr Robinson advised that Kevin Williams had retired from the post of South Ham District Council Monitoring Officer. Delyth Jenkins Evans is now the monitoring officer with Becky Fowlds as her deputy. A notice to this effect would be placed on the council notice board.

8          Parish Plan    The Chairman read a report advising that the group had been busy putting together the first complete draft of the plan and hoped to finalise it by mid October. They wished to meet with the council in October to ratify the plan. The plan would then be launched in the village hall on Saturday 22nd November.

 

9          Yalberton Valley Action Group  The Chairman invited Mr Clive Hammett to speak on the proposed 7,800 home new town to be built in an area ‘West of Torbay’. He urged as many people as possible to object to this proposal but explained that the mechanism provided was complex. There will be a public meeting on 25th September at Paignton Community College and a leaflet drop had been made in the local area. Mr Hammett advised that the Group were now short of funds and it was agreed to make a payment of £ 350.00 from the bank account set up on behalf of the group from various donations raised within the parish.

 

 10        Hoyle CopseCllr Jones reported that the team would recommence their work in October. Cllr Robinson passed the R.P.A. annual form to Cllr Jones. District Cllr Rowe advised that the village very much appreciated all the hard work by those connected with the copse and that the thanks of the parish should be minuted. Cllr Jones advised that the two awards won were now displayed in the County Gallery shop window and thanked Mandy Holmes for her support.

 

11          Highway and Hedgerow Matters – Cllr Robinson advised that he had written letters to the District Council concerning village grass cutting, weed spraying, road sweeping and dog issues and although replies had been received no action had been taken by South Hams. It was agreed that a strongly worded letter would be written to the Chief Executive covering all issues and advise him of our concerns over the total lack of cooperation. Cllr Robinson also advised that he had received complaints concerning refuse collection and the mess left by the refuse lorry. He read out a letter written to South Hams in June by two local residents who had not received any response. It was agreed that this issue be included in the letter to be written. Cllr Tarr advised that he had received a reply dated 7th July from John Halliday in response to the request to look at the issue of yellow lines. Cllr Tarr to write again requesting urgent action. A number of villagers had been given tickets for parking on yellow lines recently although the position they had parked in was considered safe and an area where yellow lines should be removed. Cllr Jones advised that he had been approached by a resident who wished to donate an amount to pay for the refurbishment of the lettering on the village jubilee monument. It was agreed that Cllr Jones should pursue this generous offer. Cllr Lowe advised that the apple trees in the orchard required attention. Cllr Hunt explained that the apples would be picked and removed in due course. Cllr Ellis advised that the grass and trees in the Yeolands had not been cut or pruned for many years. The council were asked as to the ownership of the grass areas as the residents had been cutting the verges for a number of years. Cllr Ellis also advised that the gully at Port Bridge was getting deeper. Cllr Pennington agreed to look into this. Cllr Ellis reported that she had originally been asked to raise at the meeting the question of the repairs to the Rydon Cross notice board. However the repairs were carried out prior to agreement by the council. It was agreed that although the council should have been advised the work was carried out very efficiently and thanks were made to the Stoke Gabriel in Bloom team. It was agreed that the council would pay for the materials used. Cllr Robinson advised that after the boating association had removed the top gravel from the Mill slipway there was now a large void at the top by the pontoon which made leaving the pontoon difficult. The association had been asked to rectify this situation. The meeting was advised that the stone wall belonging to Stoke House which had been badly damaged opposite the war memorial had now been repaired by the contractor concerned. Cllr Tarr advised that the steps leading down beside the war memorial were now being swept. He also advised that the hedge leading into Coombe Shute had been trimmed.

12        Matters raised by Councillors – Cllr Ellis expressed concern about the length of time the scaffolding and fencing on the bend before approaching White Hill had been in position. They had caused problems with caravans etc during the summer and were a hazard. Cllr Hunt advised that work had re-started on the roof and hoped that the work would soon be completed. Cllr Jones advised that he had received correspondence concerning the removal of the red telephone boxes within the parish. Although the box situated in Church Walk had a preservation order the others in Barn Park and Aish had not. There is a scheme whereby the parish could purchase the boxes and take over responsibility for them although B.T. would remove the phone equipment. Cllr Jones agreed to look at this further. Cllr Tarr reported that he had returned a number of wheelie bins to their owner’s property recently. This appeared to be because the owners did not reside in their property on a regular basis and the bins were left out on the highway until the owners return wish in some cases was sometime. Cllr Rowe expressed concern that a motorised caravan parked in Aish Road near to the junction with Paignton Road was being lived in. This was not only illegal but was near to the bus stop where youngsters catch the bus for school and sometimes gather in the early evenings. Cllr Robinson agreed to pass on the registration number to PC Pearce. Cllr Rowe also advised that a meeting had been arranged for October at which the question of play equipment would be raised. Cllr Pennington advised that the Government had instructed local councils to produce 500 pitches for travellers to use. Although our parish has not got any sites residents were asked to be aware of any problems. Cllr Pennington was concerned that squatter’s rights might become an issue. The Chairman then thanked the Carnival Committee for the way they had organised a wonderful carnival and also thanked Cllr Robinson for the work he does for the council.
