A Meeting of Stoke Gabriel Parish Council was held on
Monday 20th April 2009 at 7.00pm in the Village Hall

Present: Mr R Tully (Chairman), Mrs C Hunt, Miss E Bridge, Miss P Ellis, Dr. R Johnson, Mr I Jones, Mrs J. Lowe, Mr J Robinson, Mr B Tarr.

4 Matters arising from the Minutes – Page 348 - Cllr Bridge noted that she was not shown as being present at the March planning meeting. Cllr Robinson apologised for not including her name.
5 Chairman’s Report – The Chairman advised that he was awaiting advice from South Hams regarding the Boundary Committee Review. In the absence of Cllr Rowe it was agreed that a letter would be prepared and sent to the Boundary Committee with a copy to SHDC.
6 Reports from County and District Councillors – In their absence it was advised that Berry Pomeroy Parish Council were not unduly affected by the parking problems at Longcombe Cross. In a report Cllr Rowe advised that the greatest issue was the Local Government Revenue and any letters written should be copied to Cllr john Tucker of SHDC and posted on the notice board.
7 Planning
The following planning application was considered at a planning meeting held on 20th April 2009 at which the following councillors were present: Hunt, Robinson, Ellis, Bridge and Lowe
1) Land West of 1 Barn Park – Erection of single detached dwelling No objection but agreed that there must be sufficient parking, the rear windows must be of obscure glass and no works or unloading should be made in Flood Street. Flood Street must not be blocked or closed at any time. Cllr Robinson declared an interest left the meeting and took no part in any decision making.
Planning Applications Granted by SHDC
1. Little Orchard Barn, Waddeton Court – Installation of oil tank
2. Kings Cottage, Paignton Road – LBC and demolition and replacement extension
3. Land to South of Old Vicarage, Vicarage Road – erection of dwelling. It was agreed that a letter be written objecting to where the access will be.
4. Four Cross Units, Paignton Road – erection of five starter units. As the council had not received a reply to a letter dated 2nd April 2008 concerning this site it was agreed a further letter would be written.

Crownley, Lembury Road – retention of Dutch barn.
Appeals Received by SHDC
1. Site at Conway, Hoyle Lane - Conversion of roof to form additional accommodation
2. Appeal decision made – Four Cross units, to allow storage of boats for unlimited time

Ongoing Applications – Gabriel Court Hotel, additional information regarding conditions laid down. It was confirmed that all conditions had now been agreed. A Tree Preservation Order has been served on boundary between 1 Mapledene and 10 Orchard Way.
Regarding a point raised at the last meeting by Cllr. Jones Cllr Robinson advised that Planning permission is not required for installing antennas or satellite dishes. However if the building is listed, the antenna is higher than 100 centimetres or there are two or more antennas or dishes or the site is in a Conservation Area planning permission is necessary. Cllr Robinson advised that he had a booklet concerning the matter and would write to the planning department regarding the case in question. It was agreed that a letter would be written to the abandoned vehicles office at SHDC concerning the various motorised homes parked in Aish Road.
8) Items raised on behalf of the Clerk – Cllr Robinson advised that a letter had been received confirming receipt of the letter previously sent to the Chief Constable. Our letter had been passed to Insp. Morgan at Totnes Police Station. The Council’s insurance is due for renewal in June and a letter had been received from Norwich Union requesting permission to give the Council a quote. This would be discussed at the next meeting. Last year the cost was £ 766.29 and the existing insurers have quoted £ 825.00 for the coming year.
9 Parish Plan Implementation Group – Nothing to report at this time.
10 Yalberton Valley Action Group - No report received. It was agreed to omit this item from future agendas.
11 Hoyle Copse – Cllr Jones reported that there was no work in progress due to the bird nesting season. He expected a visit from the County Wildlife Grassland Assessment in May. The Glade and cleared area at Hoyle Copse was looking good with increased wild flowers. The hedge laying in the Orchard would be completed this week. Cllr Jones advised that weed spraying in the orchard and meadow at Hoyle Copse had been carried out.
12 Stoke Gabriel Burial Site - Cllr Ellis advised that this was still ongoing.
13 Highway and Hedgerow Matters - Cllr Ellis advised that the sign at the junction of Lembury Lane and Aish Road was still missing. Cllr Lowe raised the question of the landslide from the grave yard onto the Mill. Cllr Ellis advised that the PCC were aware of this problem. Cllr Lowe also advised that the turning bay barriers in Byter Mill Lane were missing and broken. Cllr Bridge reported that the wall at Aish Road and Lembury Road was cracked and has now become dangerous. It was agreed to advise Cllr Pennington. Cllr Jones advised that there were large potholes outside Rowes Farm and the verges were in need of weed spraying. Cllr Tarr advised that he had received a quote for the construction and erection of a wooden gate into the orchard from Church Walk. The gate would be self closing and would open outwards. The cost would be £ 256.33 plus VAT which can be reclaimed. It was agreed that Cllr Tarr should arrange for this work to be carried out. The first grass cut had been carried out on 9th April. Cllr Tarr asked about the use of the orchard for organised events. Any events would require permission from the council and it was confirmed that the council’s insurance covered such events as long as no more than 10,000 persons were in attendance. Cllr Tarr also requested advice on when Combe Shute would be resurfaced. It had been noted that a number of advertising posters had been placed on BT poles around the village. Permission is required to affix notices on BT poles and they should then be removed within four days. No permission had been granted for these posters and was agreed that the advertiser would be contacted and asked to remove them. Cllr Tully advised that there was a spate of speeding within Waddeton. It was agreed that a letter is written to DCC. From an item from the last meeting Cllr Robinson advised that he had received another quote for the repair and refurbishing of the council owned benches within the parish. The new quote was £ 250.00 plus £ 100.00 for materials including stain and wood. It was agreed that this quote should be accepted. Parishioner Helen Kummer had kindly tidied up the corner of Kings Rydon Close and Paignton Road. Cllr Ellis proposed a vote of thanks to Helen which was seconded by Cllr Jones and agreed unanimously.
14 Matters raised by Councillors – Cllr Jones reported that the pedestrian safety rails in Paignton Road were broken. It was agreed that he should arrange for the necessary work to be carried out. Cllr Lowe brought up the question of dog fouling. Cllr Robinson advised that the council had signed up to the SHDC National Litter Campaign and assistance had been requested from the appropriate office. Cllr Tully requested that a member of SHDC be asked to make a presentation at the A.G.M. regarding building land. Mr Lee Bray would be invited to attend the meeting.
