A Meeting of Stoke Gabriel Parish Council was held on
Monday 29th June 2009 at 7.00pm in the Village Hall
49 members of the public were present
Present: Mr R Tully (Chairman), Mrs C Hunt, Miss E Bridge, Miss P Ellis, Dr. R Johnson, Mr I Jones, Mrs J. Lowe, Mr J Robinson, Mr B Tarr. In attendance: – County Cllr Pennington and District Cllr Rowe
1 Apologies. - None
2 Police Report – In her absence PCSO Frain reported that there had been two reported crimes during June. Damage to a motor vehicle parked in Paignton Road and theft of several plants from village flower beds. PCSO Frain stressed how important it was to report anything suspicious as soon as it is discovered. The number to call is 08452 777 444.
3 To confirm the minutes of the last meeting on 10th May 2009

4 Matters arising from the Minutes – Page 354 - Cllr Ellis advised that the owner of the broken seat on the drive to Badgers Retreat had written to D. Roache requesting a new replacement bench,
5 Chairman’s Report – The Chairman advised that he had received a letter from Capital Holdings Ltd who was proposing to build 10/12 house in a field in broad path. It was agreed that a letter confirming receipt should be sent.
6 Reports from County and District Councillors – District Cllr Pennington advised that with the change of power at County Hall he had been elected vice chair of the council. He was also on the audit committee. He was aware of the parking problems in the village and confirmed that he would arrange for the highways team to make contact with our council. He was concerned about the number of houses being proposed.
7 Planning
The following planning applications were considered at a planning meeting held on 29th June 2009 at which the following councillors were present: Hunt, Robinson, Ellis, Bridge and Lowe

3) 11 Yonder Meadow –Application for addition of windows and roof light to store No objection

Ongoing Applications – Crownley, Lembury Road – retention of Dutch barn. Appeal to be lodged. Russells Barn, Lembury Road . A letter from SHDC was read out indicating that the premises is not being used as a private dwelling. SHDC also advised that they were seeking advice from their legal department concerning the signage at Four Cross. Midas Homes presentation. During the ten minute session points raised from the public were discussed. The Chairman asked for a vote to confirm who was in favour of the proposed development. No hands were raised thus confirming that all those members of the public attending the meeting were against the proposal
8 Items raised on behalf of the Clerk – Cllr Robinson advised that the parish insurance had now been renewed. A letter had been received from S.G. in Bloom requesting assistance with the replacement of two tyres for the water bowser. It was agreed that the council should pay £ 75.00 towards the total cost of £ 115.00. A letter was read out from the Pre School requesting permission to erect a storage shed in the orchard play area. Cllr Jones suggested that this should be deferred to the next meeting.
9 Parish Plan Implementation Group – Nothing to report at this time.
10 Hoyle Copse – Cllr Jones reported that there was no work in progress at present. The chairman thanked the Hoyle Copse team for their continued good work. Cllr Ellis reminded the meeting that it was 10 years since the Copse was left to the village. She proposed that a plaque should be placed at both entrances as a tribute to Miss Birch. Cllr Jones advised that this was in hand.
11 Stoke Gabriel Burial Site - Cllr Ellis advised that an article had been written in the parish magazine and hoped for some response.
12 Highway and Hedgerow Matters - Cllrs Ellis and Lowe both again advised that there were pot holes in Flood Street. Cllr Ellis advised that potholes were still evident from Four Cross to the boundary at Port Hill. The sign at the junction of Lembury Lane and Aish Road was still missing. Cllr Lowe raised the question of the garden services advertising posters. Cllr Bridge reported that the wall at Aish Road and Lembury Road was still cracked and has now become dangerous. Cllr Bridge would advise Cllr Robinson of the landowner’s address so a letter could be written. Cllr Jones raised the question of parking in the village and how SHDC were targeting the village. District Cllr Rowe was asked to raise this matter with South Hams. Cllr Hunt again raised the question of the state of Coombe House Land. Cllr Tarr again requested advice on when Combe Shute would be resurfaced. Cllr Tarr advised that the new gate erected at the entrance to the orchard was working well. Cllr Robinson advised that South Hams had agreed to include the area at Four Cross in the monthly grass cutting. District Cllr Rowe advised that the hedge before the bus stop required trimming. Cllr Tully advised that there were no signs at White Rock showing the direction of Waddeton which was causing problems.
13 Matters raised by Councillors – Cllr Tarr raised the proposed new development at Baltic Wharf and pointed out that the head of CRPE had suggested that any new builds should be where jobs are. Had the village been assessed for its needs? Cllr Hunt advised the meeting that travellers had moved in by Paignton School and landowners should be vigilant. Cllr Jones stated that the orchard was a village orchard and should remain as such. He had been in contact with the tree warden concerning a dead Ash tree near the church yard wall and advised that it should be taken down in the autumn. From the floor a member of the public stated how lovely the orchard looked this year. Cllr Bridge advised that the school was taking part in a food for life scheme to teach children about growing food and asked for assistance from gardeners. Cllr Ellis reported that the new opening in the Gabriel Court Hotel wall looked a mess. District Cllr Rowe advised that work had started to ensure permission continued. Cllr Ellis advised that the trial of the River link ferry had been a success and a new larger boat would be in place in the middle of July. Cllr Bridge suggested a family ticket for locals to encourage then to use the service. Cllr Robinson reported that since the SGBA had removed a top covering from the slipway it was now difficult to board the pontoon due to the sludge which now collected there. A letter would be written to their committee.
