A Meeting of Stoke Gabriel Parish Council was held on
Monday 2nd August 2010 at 7.00pm in the Old School Room

Present: Mr R Tully (Chairman), Miss E Bridge, Miss P Ellis, Mrs C Hunt, Mr I Jones, Dr. R Johnson, Mrs J. Lowe, Mr J Robinson, Capt. B Tarr.
1 Apologies. - County Cllr Pennington, District Cllr Rowe
2 Police Report – Cllr Robinson reported that there had been two burglaries and three thefts during the period. Two burglaries in Mill Court during 20th July. The theft of an inflatable boat between 18th July and 21st July and two further thefts of property during 29th July. Cllr Robinson reminded everyone that during the hot weather windows should be closed when the property is empty and front windows closed when occupants are in their back gardens.

4 Matters arising from the Minutes – Cllr Robinson was asked to contact SHDC for updates on both Lembury Barn and Four Cross Units.
5 Chairman’s Report – The Chairman advised that he thought the recent Midas appeal was handled very well by the Inspector who was prepared to take points from all those present at the hearing.
6 Reports from County and District Councillors – Cllr Robinson advised that he had spoken to County Cllr Pennington who had confirmed that he had nothing to report. On behalf of District Cllr Rowe Cllr Robinson reported that SHDC had discussed next years budgets and advised that the District Council would have to tighten its belt. A new Chief Executive had been appointed. His name is Richard Sheard who will take up his new post later in the year. Cllr Rowe said that she was very pleased with the way the verges had been cut prior to the carnival and advised that SHDC were prepared to increase the number of cuts each year for a small additional cost.
7 Update on Orchard and play area enhancement Rebecca Gillmore advised the meeting that the project was well underway with the finishing touches being made to the landscape contract. At present she was looking through the various quotations and expected to appoint the contractor within the next few weeks.
8 Planning

9 Items raised on behalf of the Clerk – Cllr Robinson advised that a poster and chart had been received concerning Council Tax payments. It was agreed that these should be displayed on the notice boards. A letter had been received from SHDC concerning a housing surgery and advice on home safety checks. It was agreed that two members of the Council would attend this surgery on Wednesday 29th or Thursday 30th September and the advice be included in the next Parish magazine. Cllr Robinson advised the meeting that the mobile library would no longer attend Aish but would still be at the Church House Inn car park and Barn Park but for less time. This new arrangement would commence in January 2011.
10 Hoyle Copse – Cllr Jones advised that although not much work was carried out at this time of year the Copse was looking particularly good at the moment with many wild flowers especially Orchids. Also many butterflies were to be seen in and around the Copse. Cllr Jones stated that the grass contractors were carrying out an excellent job in the job in the orchard.
11 Highway and Hedgerow Matters - Cllr Ellis wished it to be minuted that she was concerned by the number of weeds around the village. Cllr Tarr suggested that the Stoke Gabriel in Bloom gang could attend to this issue as they had carried out an excellent job on the weeds in Church Walk. Cllr Ellis also pointed out that a number of vehicles were being parked outside Lembury Barn on the narrow lane. It was agreed that the police would be advised. Cllr Johnson asked about the parking regulations Cllr Robinson advised that a meeting had been held with Adam Keay of DCC Highways and almost all the requests made had now been agreed. As these would not be implemented in time for the carnival it had been agreed that the parking times in School Hill and Paignton Road would be suspended during the carnival and other related events. Cllr Hunt requested that a letter be written to Torbay Council concerning the state of Yalberton Road. Cllr Tarr raised the question of unauthorised work being carried out in Mill Hill recently and thanked Cllr Robinson for his prompt action. The Enforcement Officer found that the works carried did not require planning permission but any further work would and recommended that work should cease until the relevant permission had been received. Cllr Robinson advised that Aish Road from Crownley Lane to Paignton Road would be closed for resurfacing from Friday 1st October to Tuesday 5th October 2010.
12 Matters raised by Councillors – Cllr Hunt advised that a caravan had been sited on Aish Road at the corner of Coombe House Lane and it appeared that it was being used as living accommodation. It was agreed that notice would be given to SHDC. Cllr Ellis asked about the proposed sign for Hoyle Copse. Cllr Jones advised that this was in hand. Cllr Bridge asked whether the Council had received complaints concerning work being carried out at Oldwood House. Cllr Robinson advised that no complaints had been received by the Council and was under the impression that work which had planning permission had been carried out in accordance with the agreed plans. Cllrs Jones and Tarr both raised the question of a recent request for a consultation on designation orders on no drinking areas. After discussion it was agreed that Stoke Gabriel did not have any problems and would not be requesting any no drinking areas. The situation would however be monitored.

There being no other business the meeting closed at 8.30pm
