 Meeting of Stoke Gabriel Parish Council was held on

Monday 21st July 2014 in the Village Hall

 7 Members of the public were present

Present: Mr R Tully (Chairman), Miss E Bridge, Mr P. Fenwick, Mrs C Hunt Mrs R. Garner Mr I Jones, Mr H Rawlings and Mr J Robinson.

1     Apologies –  Miss P Ellis, District Cllr Rose Rowe. Cllr Robinson advised that Cllr Ellis was progressing slowly at home and was keeping an eye on Parish Council issues. It was agreed that a bouquet of flowers should be set to her on behalf of the Parish Council.

 2    Police Report – Cllr Robinson advised that between 2100hrs on Thursday 3rd July and 0800hrs on Friday 4th July 2014 a quantity of stone/building materials has been stolen in the Duncannon Lane area of Stoke Gabriel. Police are keen to hear from anyone who may have seen any suspicious vehicles or activity in the area. Also on the 15th July 2014 PCSO Frain and the NBM PC Talbot attended Stoke Gabriel and were able to stop a male for not wearing a seat belt and to issue him with a ticket for this offence.  Whilst in the village PC Talbot also issued two further tickets for no seatbelts to two other longstanding village residents.  Whilst the police are sure that we are pleased that the police are out and about enforcing these offences, it is noteworthy that it is local people committing offences both in relation to speed, our local priority, and other traffic offences. Cllr Bridge referred to the safety of the land at the Gabriel Court Hotel and Cllr Jones replied stating that he had been in touch with the development consultants Decimus who advised that they will be attending to the security issues and that Manten Investments were intending to start work in the very near future on building the previously approved cottages. They intended to secure the entrance alongside the public toilets and use this to access the building area. Consideration is also being given to applying for change of use to convert the hotel into residential units and it was agreed to support this action at the appropriate time.

4          Matters arising from the Minutes –  None

5          Chairman’s Report –  Cllr Tully had nothing to report.

6          Reports from County & District Councillors –  Cllr Robinson advised that Cllr Rowe was attending South Brent Parish Council meeting and had nothing to report except the HATOC meeting noted in the last minutes did not take place on the 18th July as not enough items came forward to warrant a meeting.

 7         Reports from Sub-Committees  Cllr Fenwick reported that he wished to reiterate the result of the returns from the mail drop regarding the Neighbourhood Plan as follows: 210 responses out of 1127 Parishioners able to vote. This represented a turnout of 19% with 180 in favour of a Neighbourhood Plan and 27 against with 3 spoilt papers. 60 Parishioners had put their names forward to assist. He believed that the number of responses was reasonable and the methodology of the ‘drop’ very effective and the demographics of respondents willing to participate are particularly encouraging. In light of this Cllr Fenwick proposed that we begin the process of producing a Neighbourhood Development Plan and submit an application form for the Designation of the Neighbourhood Area to be considered in the plan to SHDC. This was seconded by Cllr Rawlings. The application form and supporting documentation, including terms of reference were prepared by the Chairman and acting Clerk and had been circulated with the agenda for this meeting. They should be issued with the minutes of this meeting. Cllr Jones responded advising that he was not in favour of producing a Neighbourhood Plan and committing a new Parish Council next year to take on this process but was happy to submit an application.  After discussion it was agreed to submit an application form and Group Terms of Reference to the District Council and discuss the next part of the process when agreement has been received from the District Executive. It was also agreed to include the surrounding Hamlets. Cllr Fenwick advised that a lead District Officer would be assigned. The District Council has to consult for six weeks from receipt of the application then the application goes before the Executive for approval. This should happen at the September or October executive meeting.­ Regarding land previously known as the V & A car park Cllr Fenwick advised that new plans are in the process of preparation and anticipated that there will be more information available for the next meeting. Cllr Robinson advised that a traffic count was being held just passed the entrance to Kings Rydon Close on behalf of Cavanna Homes regarding the proposed development on land off Paignton Road. Cllr Rawlings advised that progress was being made with the new web site.

8          Planning  The following planning applications had been considered at a meeting held on 21st July which the following councillors were present: Hunt, Tully, Robinson, and Bridge.

1.      Auckland. Vicarage Road – Rear and side extensions                                        No objection

2.      Croft Cottage, Duncannon Mead – New rooms in roof                                      No objection  


3.      Mill Meadow, Duncannon Mead – Extensions and alterations to dwelling        No objection

 Planning Applications Granted by SHDC –

  1. 6 Darton Grove – Replacement of flat roof with dormer roof extension

2.      1 Andrews Park – Timber conservatory

Regarding item 1 the applicant has since requested that condition 4 be varied to allow a side hung opening with a permanent restrictor. After discussion it was agreed that the condition should remain unchanged.

Planning Applications refused by SHDC –  None

Applications Withdrawn –  None.

 Appeals Received by SHDC – None .

Ongoing Applications –  Cllr Robinson advised that the application for a new burial was still ongoing.   Cllr Robinson advised that the District planning office was under pressure as a number of officers had left. He raised concerns as to the future of the planning department.   

9          Items raised on behalf of the Clerk – Cllr Robinson had nothing to report.

10        Hoyle Copse Cllr. Jones advised that no work had been carried out in the Copse and that he had nothing to report apart from the fact that the Avon Valley Group had requested permission to collect rattle seeds from our wild flower meadow. This was agreed. Discussion took place regarding the new burial site and the type of hedge and fence that should be erected between the two areas. Cllr Hunt suggested that a Devon Bank would be in keeping and Cllr Jones would look into this idea further meanwhile it was agreed that he should have a budget of £ 1,000.00 for the hedge fence and gate which can be carried out as soon as the electricity pole stay is removed by Western Power. 

11        Highway and Hedgerow Matters – Cllr Bridge raised concerns over the state of the steps beside the war memorial and it was agreed that South Hams would be asked to have these cleaned on a regular basis.

Regarding Cllr Fenwick’s point concerning land previously known as the V & A car park since this meeting this Council has been advised that a further consultation will be held on Thursday 7th August in the Parish Church
