A
meeting of Stoke Gabriel Parish Council was held on Monday 23rd February 2004 at 7 pm Ten minutes were allowed at the beginning of the meeting for members of the public to put matters to the Council 1 member of the public was present Present: Mr R Tully (chairman), Mrs C Hunt, Mr B Tarr, Mrs R Rowe, Mr C Wigfall, Miss P Ellis, Mr W Deval, Cllr J Hawkins, PC J Hodgson 1 Apologies Mr I Jones, Mr N Hill 2 Urgent Business brought forward by the Chairman 1) Voting procedure following an observation by a member of the public, the chairman reminded councillors that any vote at a council meeting should be made clear by a show of hands, and there should be no doubt as to how each member voted. A paragraph from the Parish Councillors Guide was read out to this effect. 2) PC John Hodgson gave his report: · a company selling security devices using high-powered sales techniques had been operating in the area, and the public should be wary · a pedestrian has been run over by a cyclist riding fast in the dark with no lights. Some lads have been chasing horses and causing general nuisance and the public are asked to report any incidents · a map has been put forward to the traffic consultative group regarding some yellow lines being removed to allow parking · the Crime Partnership Funding Scheme has funds available for youth issues. A representative will be invited to a meeting at a later date · The Chairman welcomed PC Hodgson back from his spell of sick leave 3 Report from County Councillor Cllr Hawkins reported the following: Council Tax the increase has been set at 5.25% as compared with 18% last year. This was one of the lowest increases for a shire county in the country. There will be no cuts in the education budget but savings will be made in highways and environment. Speed limit signs the 20mph speed limit signs in Aish are in position and motorists seem to be taking notice of them. Rights of Way Cllr Hawkins will obtain some old maps showing rights of way in the parish. 4 Planning Applications 1) The Vicarage, School Hill Removal of sycamore tree. No objection. 2) Aish Cross House erection of garage/garden store. No objection. 3) Old Stoke Farm, Paignton Road erection of conservatory. No objection. 4) Alicia, Flood Street erection of extension and conservatory. No objection. 5) 9 Rydon Acres extension. No objection. 6) Pool Cottage alteration of 1st floor and enclosure of balcony. Objection. Applications approved by SHDC 1) Linden Lea, Vicarage Road erection of conservatory. Approved. 2) Newmans Barn, Bowhay Farm, Aish change of use to instrument assembly and testing. Approved. Applications refused by SHDC 1) Tully Mead Farm storage of five caravans. Refused. Works to Tree Preservation Order Hillmount, Hillfield the following works would be exempt from the TPO: to remove dead wood and cones from Monterey Pine if dead or dangerous. Applications approved by DCC 1)
Stoke Gabriel Primary School new hard play area, demolition of
existing (temporary) building and provision of 3-classroom extension. Approved. 5 Accounts Payment of the following were proposed by Mr Tarr and seconded by Mrs Hunt: J Hamilton clerks salary February 04 £171.67 M Jones work on borders £ 19.25 6 Matters Raised by the Clerk Dart Harbour & Navigation Authority Mr Julian Distin would like to come to talk to the council about the mooring policy review. He will be invited to attend the next meeting. Stoke Gabriel in Bloom letter requesting funding from the Parish Council for £18.50 subscription to South West in Bloom competition, and £150 grant to cover costs in keeping the village tidy. This was agreed. South Hams CAB letter thanking the council for their donation. SHDC
Parish Council Election Fees the clerk had queried this but
has been informed that the bill is for various admin charges,
regardless of whether or not an election actually took place.
Mrs. Rowe will look into this matter further. Village
Hall Litter Bin the Village Hall Committee has agreed to a
litter bin being sited at the forecourt entrance.
South Hams Council will be asked to provide a bin which can be
emptied on the collection round. Road Closures Waddeton Road will be closed on 9th March 2004 for 1 day from Four Cross to Higher Well to repair a leak. Aish Road will be closed on 11th March 2004 for 1 day from Crownley Lane to the junction with Lembury Road to repair a leak. Stoke Gabriel Carnival will take place between Sunday 1st August and Sunday 8th August, the proceeds being distributed between Stoke Gabriel community organisations. Royal Garden Party - Mr Richard Tully was nominated by Mrs Rowe and seconded by Mrs Hunt to enter the ballot for tickets to the event on 6th July 2004. Countryside Stewardship Scheme Mr Jones will deal with the grant from Defra. 7 Minutes of the Last Meeting The minutes of the meeting on 19th January 2004 were agreed and signed. 8 Matters arising from the minutes Gabriel Court Hotel no notification has been received regarding the result of the planning applications. Seat at Rydon Acres Mrs Rowe has removed the dangerous seat and a new one will be sited shortly. 9 Highway and Hedgerow Matters Waddeton Road a pothole needs repair. Miss Birchs Wood Major Gillmore has kindly donated a piece of land for access to the wood, subject to certain conditions. The grill for the top of the lime kiln, to make it safe, has been priced at £350. If the Parish Council will pay half of this, Devon Wildlife Trust will pay the other half of the cost. It was proposed by Mr Tarr and seconded by Mrs Hunt that the Parish Council pays 50%. 10 Matters raised by Councillors Website 2000 hits to date. Stoke Gabriel now has Broadband available, which makes internet access faster. It is hoped to put news from the Neighbourhood Watch on to the website, Speed Restriction Signs a letter has been received from a resident complaining about the number of signs in Aish. A reply will be sent explaining that the request for signage came from the residents themselves, and that motorists have slowed down since the signs were positioned. Next
