A meeting of Stoke Gabriel Parish Council was held on

Monday 27th September 2004 at 7.00 pm

 

Ten minutes were allowed at the beginning of the meeting for members of the public to put matters to the Council

 6 members of the public were present

 Present:            Mr R Tully (chairman), Mrs C Hunt, Mr W Deval, Miss P Ellis,

Mr B Tarr, Mr C Wigfall

3          Reports from County & District Councillors

Cllr Hawkins reported the following:

Boundary changes – from May 2005 his boundary will take in Marldon and South Brent, but if re-elected, Cllr Hawkins could lose responsibility for Stoke Gabriel.

Bus service – the problems have been solved and a new service is now operating.  A presentation was made to outgoing bus operator Don Hewitt.

The Chairman thanked Cllr Hawkins for his assistance with obtaining a new service. 

District Councillor Mrs Rowe sent a report in her absence:

Leisure Centres – transfer to CLS (Community Leisure Services) is scheduled for completion in mid November.

Budgets – the £800,000 gap in the next financial year’s budget will need serious action to fill.  The Officers and members will be taking in-depth talks and no doubt some of the necessary cuts will be painful.  A survey is being done to find the public’s views as to which services they feel necessary, and those not so necessary, to help the council decide which services may need to be curtailed. 

4          Planning

Applications

1)  The Holt, Waddeton Road – erection of replacement dwelling.  No objection.

2)  Nagoya, Aish Road – erection of garage, utility room, wc, conservatory, entry porch roof, revision to existing vehicular access and replacement of existing garage with bedroom.  No objection.

3)  3 Darton Grove – erection of conservatory to rear.  No objection.

4)  19 Yonder Meadow – erection of car port to side of existing garage,  No objection.

5)  12 The Yeolands – erection of 1st floor extension.  No objection.

6)  Tree Cottage, Waddeton – listed building consent for minor alterations.  No objection.

7)  12 Rydon Acres – erection of garage.  No objection.

8)  Salmon’s Leap, Paignton Road – erection of conservatory.  No objection.

9)  Hill House, Flood Street – conservatory and detached garage.  No objection.

10) Burleigh House, Paignton Road – creation of off-road parking space and alteration to pedestrian access.  No objection.

11) Burleigh House, Paignton Road – demolition of boundary wall.  No objection.

12) The Paper Shop, Mill Hill - display of shop sign, window canopy and display cabinet.  No objection.

Works to Trees with Preservation Orders or in Conservation Area

1)  Ash Tree adjacent to Hillfield – fell.  It was noted that the tree has been felled already, despite being the subject of a temporary preservation order.  A query will be raised with the Tree Officer.

2)  Gabriel Court Hotel – application to fell several trees.  A site meeting has been held and the council asked for clarification from the Tree Officer.

3)  Trewinney, Waddeton – fell 3 elm and cut back hazel.  Site meeting to be held.

4)  11 Maddicks Orchard – fell 2 mimosa.  The council agreed with the Tree Warden’s report that only one tree needs to be felled.

2)  Dartside Quay, Galmpton Creek – renewal of outline permission for redevelopment

3)  Richdale, Flood Street – redesign roof for additional bedroom and conversion of garage to bedroom

4)  Treetops, Flood Street – dormer loft extension

5)  Gabriel Court Hotel – alterations and conversion of garaging to provide additional bedrooms

Audit of Accounts for the year ended 31st March 2004 – this has approved by the Audit Commission and the notice posted on the Parish Council noticeboard.

 6          Matters raised by the Clerk

Best Kept Village Competition 2004 – the feedback was not particularly good and it was decided not to enter this next year.

Proposed Bottle Bank – a petition has been received from residents of Rydon Acres and Long Rydon against the proposal to place a bottle bank on the concrete pavement at Rydon Acres.  The Council felt that most parishioners already recycle glass by taking it to a supermarket bottle bank when they do their shopping, so it was decided not to pursue this further.

Street cleaning – South Hams Council are making cuts in street sweeping hours.  Mr Tarr will respond to their letter pointing out that their service is already unsatisfactory.

Long Road South – a letter was received from Torbay Council acknowledging the parish council’s objections and stating that the deadline has been extended.

Defra – Mr Jones has submitted the claim form for an orchard grant.

Stoke Gabriel in Bloom – the village has received a Silver Gilt award again this year.  The Stoke Gabriel in Bloom committee want the cherry trees at Rydon Acres removed and some form of “mass planting” to take place.  The council decided to contact the Tree Warden for his opinion about the trees in question.  There had been a suggestion that they were dead, but this apparently is not so, since they have leaves on at present.

Parks and Open Spaces – Mr Tarr will complete the questionnaire.

Bus Route 66 – the clerk has a copy of the timetable for the bus which goes from Brixham to Torquay via Torbay Hospital.

Village Hall AGM – this will take place on 13th October at 7.30pm.  Mr Tarr will attend.

Cluster meetings for parish councils – no-one is available to attend.

Licensing Act presentation – the clerk, Mr Tully and Mr Tarr will attend at Follaton House on 5th October to hear an update on the Licensing Act where the Local Authority takes over responsibility from the Courts for all alcohol licensing.

Hoyle Lane – lorries are still entering Hoyle Lane from the Aish end and getting stuck further down.  Cllr Hawkins will take up the matter of signs again with South Hams Council.

 7          Minutes of Last Meeting

The minutes of the meeting of 26th July 2004 were agreed and signed.

 8          Matters arising from the Minutes

Yalberton Road – the broken footway has now been repaired.

PCC seat – it was suggested that the seat, which is to be donated, be sited at the foot of the war memorial.

Long Road – Mr Tully will enquire further about the proposed widening scheme as it is feared that it may extend further down the road than was first thought.

 9          Highway and Hedgerow Matters

Whitehill – the bottom of the hill has been flooded recently.  Torbay Council will be contacted.

Church Orchard – the council had no objection to Mr Hunt using apples to make cider.

Ash Tree adjacent to Hillfield – Miss Ellis will contact the Tree Officer because the whole tree was felled whilst it was the subject of a 6 month Tree Preservation Order.

Millpond – a problem with the pumping station has caused an unpleasant smell.  Gleesons are addressing the problem.

Trees at Port Bridge – Miss Ellis will speak to the Tree Officer about several trees which have been cut.

 10        Matters raised by Councillors

Website – Mr Wigfall reported 4800 visitors to the site so far.

Benches – the insurance claim has been submitted for two damaged benches.

V & A Car Park – Mr Tully and Mr Tarr will meet with South Hams Council with a view to which way to proceed.

Caravans at Tullys Mead – Mr Sedgebeer has asked the parish council to support his application but the council felt that Mr Sedgebeer should present his case to them personally before they could make a decision.

Litter bin – members of the public are still complaining about the siting of the litter bin under the parish council noticeboard.  So far no other suitable site has been found.

Village map – Mr Wigfall is arranging for it to be laminated and hung in the Village Hall.
