A meeting of Stoke Gabriel Parish Council was held on
Monday 28th June 2004 at 7.00 pm
Ten minutes were allowed at the beginning of the meeting for members of
the public to put matters to the Council

The Chairman extended the ten
minute session to allow those present to express their views on the
decision by South Hams Council to grant planning permission to the
Gabriel Court Hotel to demolish part of the boundary wall and build a
new vehicular access and car park. Cllr Rosemary Rowe explained how and
why this decision was made by South Hams Council, despite the fact that
the Parish Council had already submitted objections. Some members of
the public made serious accusations against Mrs Rowe and Mrs Hunt with
regard to this application, and in view of this it was decided that the
Parish Council would write to the Chief Executive of South Hams Council
requesting that they conduct an investigation to clarify the decision.

Reports from County and District Councillors
Cllr Hawkins
reported the following:
Stoke Bus the bus service is under threat and both Torbay
and Devon County Councils have carried out a traffic survey to determine
whether a subsidy is achievable.
Aish the traffic order has been achieved and signs
erected.
Mrs Rowe reported
the following:
Leisure services
no decision has yet been reached as to whether this will become a
charitable trust. 20% of the population use them but they take up the
biggest part of the budget.
Local plan
there have been meetings to try not to
make Stoke Gabriel become over-developed with such schemes as business
parks and housing developments. South Hams will try to involve the
Parish Council in decision-making and the plan for the next ten years.

Mrs Rowe declared
an interest and left the room while all planning applications were being
discussed.

1) Trees fell
maple and ash at Redway House, Coombe Shute. No objection.
2) Trees coppice
or pollard 5 willow at Stoke Gabriel Scout HQ. No objection.
3) Southlands,
Vicarage Road amendments to approved plans 52/0826/00/F for erection
of dwelling and double garage. Mr Jones declared a personal interest
and left the room while this item was being discussed. No objection.
4) Pool Cottage
alteration of French door and enclosure of balcony. Objection.
5) Marina
Developments Ltd, Galmpton Creek renewal of outline permission for
redevelopment of quayside and adjoining area. No objection.

Matters raised by the Clerk
Bus service
DCC are putting out tenders to run a
service after Stoke Bus ceases to operate after 24th July.
The Parish Council will reply to DCC supporting the service.
Hoyle Lane
some residents have complained about the lack of signs at the Aish end
and lorries becoming stuck in the narrower part of the lane. Cllr
Hawkins will deal with this.
Gabriel Court
Hotel coaches a letter and photographs
have been received from a resident of Yonder Meadow complaining about a
coach which was parked in the cul-de-sac for several days with a noisy
engine left running for some time. Some councillors noted also that the
coach had become stuck in Paignton Road after dropping off guests at the
hotel, causing traffic congestion. The clerk will write to the owner of
the hotel requesting that he find alternative parking for coaches.
Devon Wildlife
Trusts more information has been
received regarding the River Dart project and the Trust expressed
willingness to come to talk to the Parish Council at a later date,
should they so wish.
Bonfires a member of the public has complained about
bonfires being lit during the day. Mrs Rowe knows of no bylaws
preventing this, but asked residents to use common sense and have
courtesy for their neighbours. People may phone the Environment Officer
at South Hams Council during office hours if they have a serious
complaint.
Mayor of Totnes
the Council has no objection to the
Mayor wearing his chain of office during the opening of the Art
Exhibition on 8th August 2004.

Minutes of Last Meeting
The minutes of the
meeting of 24th May 2004 were agreed and signed.

Matters arising from the Minutes
Dart Forum
Mrs Rowe had chaired the meeting which was poorly attended.
Tuberculosis
a reply has been received from Defra stating that the matter is
receiving attention.
Britain in Bloom
the welcome/30mph sign is now obsolete and will be replaced by two
separate signs by the Highways Department.
Miss Birchs
Wood The Parish Councils solicitor now
has the deeds and is working on the documentation. A survey is being
carried out on Major Gillmores land and the grass has been cut. Six to
nine volunteers form a working party every Friday.
Website Mr Wigfall reported that the website is now
running again but there are still some problems including the Parish
Council page which is not up to date. There have been 3400 visitors to
the site so far.

Highway and Hedgerow Matters
Church Orchard
walkers have reported dog fouling and a
note will be placed in the parish magazine reminding dog walkers to
clear up. The seat donated by the family of the late Frank Parnell has
been vandalised and is not repairable.
Footpaths the path between Stoke Point and Duncannon is
overgrown.
Barn Park the grass cutting carried out by the South Hams
Operations Team is inadequate. A letter will be sent requesting a
further cut before the Britain in Bloom judging on 15th July.
Yalberton Road
the pavement near the cider farm is
damaged. Torbay Council will be asked to make repairs.

Matters raised by Councillors
Village Retail
Service Association grants are available
to local shops or pubs which may get into financial difficulties.
Refuse
collection South Hams Council are
considering the use of wheelie bins with a fortnightly collection. The
funding for this comes from government grants, not from council tax.
Yalberton Road
a sign is needed to prevent large
lorries turning left from Stoke Road. Cllr Hawkins will attend to this.
AONB Mr Jones attended a meeting at Stoke Fleming and
has a set of plans. It is proposed that planning matters will be taken
from SHDC and centralised in Bristol.
Long Road South
the Chairman suggested forming a
sub-committee in due course to deal with the proposed new business park.
V & A Car Park
architect Peter Swallow will be meeting with the planning officer to
determine whether the proposed plan can go forward, then report back to
the Parish Council.
