A meeting of Stoke Gabriel Parish Council was held on

Monday 25th April 2005 at 7.00 pm

 

Ten minutes were allowed at the beginning of the meeting for members of the public to put matters to the Council

 2 members of the public were present

 Present:            Mr R Tully (chairman), Mr W Deval, Miss P Ellis,

Mr N Hill, Mr I Jones, Mrs R Rowe, Mr B Tarr, Mr C Wigfall

 2          Urgent business brought forward by the Chairman

The Chairman commented on the new system for sending agendas and minutes by

e-mail, and all agreed that it is working satisfactorily.

 3          Reports from County & District Councillors

Cllr Hawkins reported the following:

Bus Service – Stagecoach will be withdrawing their Service 25 from 28th May but Devon County Council are anxious that a service should continue, preferably along the same lines as the Stoke Bus was operating.

 Mrs Rowe reported the following:

Planning – a large grant has been made available to further planning, which will involve making applications via the internet.

Leisure Centres – the transfer of the leisure centres to CLS has not materialised as no suitable agreement could be reached.  This will cost an extra £120,000 to run before a suitable trust can be found.  Dartmouth Leisure Centre is now open.

 4          Planning

Mrs Rowe declared an interest and left the room while all planning applications were discussed.

Applications

1) Tamberley, New Road – outline application for erection of dwelling. No objection.

2) Elmcroft, Broad Path – alterations & extension to dwelling, erection of car port and shed. Site meeting to be held on 27th April.

3) Newmans Barn, Bowhay Farm, Aish – conversion of barn to dwelling.  No objection.

4)  26 Barn Park – conversion of roof space and insertion of dormer window.  Objection.  The council felt that this was out of keeping with other similar properties in the road.

5)  1 Body Hayes Close - rear extension.  No objection.

1) 22 Pound Field – conversion of roof space and insertion of dormer window

Application refused by SHDC

1) Southlands Farm, Vicarage Road – erection of polytunnel

Trees

1) Serving of new Tree Preservation Order on trees in the vicinity of Higher Aish Farm, Aish.  No objection.

Payment of the following were proposed by Miss Ellis and seconded by Mr Wigfall:

6          Matters raised by the clerk

Trees at Rydon Acres – the South Hams Tree Officer is anxious to keep the cherry trees and has suggested alternative methods of brightening up the area, rather than removing them.

River Dart Non-Beneficiary Group – a letter from the organisation praised the work of councillor Brian Tarr on their behalf.

Seat at Maddicks Orchard – following correspondence from residents, the council felt that this was not a suitable spot for the bench.  An alternative site will be found.

Stoke Gabriel in Bloom- following the removal of the laurel tree outside the public toilets, they are willing to erect a hayrack of blooms on the toilet block wall.  They will be asked to seek approval for this from South Hams Council.  The council also approved Stoke Gabriel in Bloom’s request for a grant of £150 towards planting throughout the parish.

South West Regional Conference – for Councillors on 24th May. No councillors able to attend.

Street sweeping changes – South Hams Council are reviewing operations.  The clerk will write for confirmation that the Tuesday visit will still continue.

Road Safety – the new Road Safety Office can be contacted on 01392 446124.

Change of House Name – Pine Cliff, Byter Mill Lane has been changed to Waterside House.

 7          Minutes of Last Meeting

The minutes of the meeting held on 21st March 2005 were agreed and signed.

 8          Matters arising from the minutes

Broken stile in Paignton Road – DCC has agreed to repair the stonework.

 9          Highways and Hedgerows

Millpond area – some of the plank footbridges are in need of repair.

Seat at Duncannon – this has yet to be replaced.

Byter Mill Lane – the turning bay is in a bad state of repair.

Whitehill – flooding still occurs near the new gate to the pylons.

Port Hill, Galmpton – potholes in the road.

The clerk will contact the appropriate authorities.

 10        Matters raised by Councillors

Community Policing – Devon & Cornwall constabulary will be contacted regarding rumours that this service is to be changed.

Church House Inn car park – some notice boards and flower baskets are in a poor state of repair.  The owners are requested to remove them.

Planning enforcements – most situations have been dealt with, except the caravan at the rear of Body Hayes Close.

Hoyle Copse – some councillors have met with the owners of Hoyle Cottages to formally agree a boundary.  A fence has been erected at the Aish Road entrance, rubbish has been cleared and coppicing has been carried out.  Since the clearance, there has been a significant increase in the number of wild orchids.

Website – 7,600 visitors to date.  There has been an excellent response to advertising in the leaflet, of which Mr Wigfall is making the final draft.

Youth Issues Group – another meeting has been held, which was attended by several young people who were very enthusiastic about the project.  Funds are available to hold a Youth Consultation evening at which the young people will be asked to prioritise their needs.

Parish Lengthsman – the present lengthsman will be retiring and is being replaced.
