Urgent Business brought forward by the Chairman
PC John Hodgson
gave the following report:
Two outboard motors
have been stolen and there are operations in place to prevent boat
crime. Pc Hodgson will be attending the carnival parade and hopefully
some of the other events. He asked residents to be vigilant about
church crime while there are visitors about. The removal of some double
yellow lines is still under review.
Forming
an Emergency Plan Mr Wigfall stated that
there will be a new Model Plan coming out in the Autumn.

Reports from County and District Councillors
Cllr Pennington
sent the following report:
Libraries
the possible closure of some libraries has been put on hold until
October pending further consultation.
Sheltered homes this has also been
deferred
Adult & Community Services the service
is being modernised to achieve a more efficient and effective
organisation.
Mrs
Rowe reported the following:
Refuse collection leaflets will be
distributed stating a change of collection day to Friday from late
September 2006.
Housing Officer Andrew Fiske has left
South Hams Council, but no appointment has yet been made for his
replacement.
Local Area Agreement South Hams are
working in conjunction with Teignbridge Council with a view to producing
one guide instead of two, to save costs.

Rowe declared an interest and took no part in discussions on planning.

6 Matters raised by the Clerk
Chairman of South Hams Council
Cllr Bryan Carson will be attending Stoke Gabriel carnival parade and
hopes to meet some of the Parish Councillors there.
Street Naming South
Hams Council confirm that the lane leading to Southlands off Vicarage
Road does not have an official name. Mr Jones will make enquiries
amongst residents and report back as to whether they wish to have it
named, and if so whether to use Southlands Lane or the old local title
Millers Lane.
The Mayor the parish
council has no objection to the request by the Mayor to wear her chain
of office at the opening of the Stoke Gabriel Art Exhibition on 6th
August.
Devon Minerals & Waste Development Framework
Mr Tully will study the document.
Road Closure the
council has no objection to the official closure of part of Paignton
Road during carnival evening.
7 Minutes of last meeting 26th
June 2006 amendment to item 10 Millpond, to read the two slatted
walkways on the foreshore have been repaired. Subject to the above
amendment the minutes were agreed and signed.
8 Matters arising from the minutes
Miss Ellis thanked the chairman and other
parishioners for their concern during her recent illness.
Nils White, Conservation Officer
Mr White is conducting a survey and a sample of
residents will receive a questionnaire with their carnival programme.
Hedge Cutting - the
council agreed that it will not be necessary for the gardener to trim
the hedges in the orchard.
Stoke Gabriel in Bloom
the chairman thanked the councillors, village
organisations and residents for their part in tidying up the village in
preparation for judging.
Parish Plan Mr
Wigfall attended a presentation by the Community Council of Devon but
stated that he learned nothing from the event.
War Memorial Mr Jones
will obtain three quotes for its repair.
Village Sign Mr Jones
will get costings for having the sign restored, possibly in Autumn 2006.
9 Highway & Hedgerow matters
Fly tipping fridges
have been dumped at Broadley Lane and Long Road, and mattresses at the
V&A car park.
Sweeping the council
expressed their thanks to villagers who have kept the roads clean during
the Britain in Bloom judging, although it was pointed out that this
ought to have been done by South Hams Operations Team.
Drains following the
repair of the drain outside the public toilets, the odour now appears to
have moved further up the road. The appropriate authority will be
informed.
10 Matters raised by Councillors
Trees Mr Tarr, in conjunction with Miss
Ellis and the Tree Warden, will co-ordinate a list of trees which are
outside the conservation area, but worthy of a TPO.
Hoyle Copse Mr Jones praised David
Simpson for carrying out a monthly survey of flowering species, and how
the work in the copse affects the flora. It was suggested that this
useful information be posted on the village website. A lock has now
been fixed on the gate at the Aish Road end, and a sign made by Edward
Lovesey has been installed.

it was suggested that the youth club may
wish to do some kind of community project for the village. This will be
put to them.
Clerk the chairman stated that he wished
to have it minuted that the clerk has been the subject of bullying by
some councillors, and that the matter has been addressed and he expected
this practice to cease.
