A meeting of Stoke Gabriel Parish Council was held on

Monday 26th June 2006 at 7.00 pm in the Village Hall

 

Ten minutes were allowed at the beginning of the meeting for members of the public to put matters to the Council

 

10 members of the public were present

Present:            Mr R Tully (Chairman), Mrs C Hunt, Mr W Deval,

Mr N Hill, Mr I Jones, Mrs R Rowe, Mr B Tarr, Mr C Wigfall

 

1          Apologies: Miss P Ellis

The chairman, on behalf of the council, wished Miss Ellis a speedy recovery from her illness.

2          Speaker: Mr Nils White, Conservation Officer did not attend the meeting.

 

3          Urgent business brought forward by the Chairman – none

 

4          Reports from County & District Councillors

Cllr Pennington reported the following:

Barn Park – after meeting with Mr Morrison from Highways, three options arose:

bullet

parking for residents only

bullet

remove the grass for parking

bullet

grass verge on both sides to be sold to residents

Mr Morrison will investigate the ownership of the area and report back.

Gypsy & Traveller Protocol – Cllr Pennington read out a new protocol in which each county authority is being requested to provide at least one official site, the aim being that the travellers cannot be moved on if there is nowhere else for them to go.

Mrs Rowe reported the following:

Libraries – some libraries are still in danger of closing

Local Development Framework Consultation – this will start on 3rd July for four weeks

Safety awareness – a seminar will be held about working at heights

Tone Leisure is seeking board members; apply to J Dickinson on 01803 356311

 

5          Planning

Mrs Rowe declared an interest and took no part in the discussion on planning.

Applications

1)  The Piggery, Old Stoke Farm, Paignton Road – change of use from office to domestic dwelling. No objection.

2)  Instow, Flood Street – erection of extension to dwelling.  No objection.

3  Longhay Orchard, Hillfield – alterations to roof.  No objection.

4  Southlands, Vicarage Road – change of use of land from agricultural to residential.  No objection.

5)  Stoke Gabriel Primary School – hard play area, 5 new parking spaces & security fencing. Mr Tarr declared an interest and took no part in this discussion.  No objection

6)  Yarde, Paignton Road – lime render East & South elevations.  No objection.

7)  2 School Hill Cottages – retrospective application for construction of garden steps.  A site meeting will be held on 27th June.

8)  4 Vicarage Grove – alterations & extension to dwelling.  No objection.

9)  5 Darton Grove – resubmission of 0439 – dormer extension.  No objection.

10) 6 Darton Grove – resubmission of 0456 – dormer extension & pitch roof over kitchen.  No objection.

1)  14 Poundfield – erection of extension & free-standing garage

2)  Tamberley, New Road – erection of detached double garage

3)  The Post Office – advertisement consent for display of shop sign

4)  Downings Close, The Barnhay – demolition of bungalow and construction of two storey dwelling

6)  8 Mill Hill Court – erection of porch

7)  Adams Orchard, Mill Hill – alterations to include porch, rooflight, alterations to windows and landscaping

8)  Swallow Barns, Higher Well Farm – alteration to single doorway to double doors for store access and garage

9)  Land adjacent to Dominoes, Byter Mill Lane – erection of new dwelling

10) )  The Piggery, Old Stoke Farm, Paignton Road – change of use from office to domestic dwelling

6          Accounts

Payment of Accounts

Payment of the following were proposed by Mr Hill and seconded by Mr Deval:

J Hamilton        – clerk’s salary & expenses                                                      £283.34

Staples             - office requisites                                                                      £  23.97

R Teague          - grass cutting May & June                                                       £200.00

 

Mr Tarr queried the payment to Mr Teague and suggested that a different contractor should be sought.

 

Receipts

Grant from SHDC                                                        £2652.50

It was agreed that the grant would be ring-fenced for use in Hoyle Copse.  Separate accounts will be kept to monitor expenditure.

 

7          Matters raised by the Clerk

Road closure – a request for temporary closure of Paignton Road was considered. This will be on 5th August 2006 from 7.30pm to 11.15pm between the bottom of School Hill and Church Walk so that a live band can perform in the Church House car park, and a barbecue area set up, on carnival evening.  No objection.

Road closure – Flood Street will be closed at The Narrows on 13th July for 5 days to renew service pipes.

Local Government White Paper – Mr Wigfall will consider this.

Gambling Act 2005 – Mr Deval will read the document.

Chairman of SHDC – Cllr Bryan Carson will visit all town and parish councils during his year as Chairman.  It was suggested that he may wish to visit the carnival and/or the art exhibition.

Road Safety Committee – there will be a meeting on 10th July

Parish Plans – an information event will be held on 29th June at South Brent.  Mr Wigfall will attend and feed back.

Breathing Places – grants are available and Mr Jones will look into whether this could be applied to Hoyle Copse.

Donation of seat – Mr Richardson has requested that a seat in memory of his late wife Sylvia be placed near the millpond.  The council agreed to this.

 

8          Minutes of last meeting 22nd May 2006 – agreed and signed

9          Matters arising from the minutes

Emergency Plan – it was agreed that a new plan needs to be formed.  Mr Wigfall will get information packs.

Drains – the drain outside the school seems to be permanently blocked.  Action will be taken to contact the appropriate department.

War memorial – Mr Jones will obtain three quotes for the repairs.

 

10        Highway & Hedgerow matters

Barn Park – the pothole has still not been repaired. The department will be contacted again.

Fleet Mill Lane – a large puddle accumulates when it rains.  This has occurred since the resurfacing, and it was suggested that DCC tip stone chippings in the recess.

Millpond the damaged sleepers on the foreshore have been repaired.

 

11        Matters raised by Councillors

M8s Youth Group – they have requested a donation of £240 to cover the rent of the scout hut at £10 a session for 12 months.  It was agreed to pay them this in four quarterly instalments on condition that they meet twice monthly as stated.

Parish Plan – volunteers are required to help with the plan.

Hoyle Copse – The SHDC Countryside Ranger was very pleased with the work being carried out.  This year’s orchids are thriving and the ragwort will be removed shortly.

Village Sign – the sign will be taken down next year to be restored and re-erected.

Lane off Vicarage Road – it has been pointed out that this called Millers Lane.  Advice will be sought from SHDC as to whether this is official, or whether it can be renamed Southlands Lane.

Seats – two seats will shortly be put in place in the orchard.

Drains – odour from the drain outside Townwell and the public toilet will be reported to SHDC.

Stoke Gabriel in Bloom – Mr Wigfall will place a notice on the website asking for volunteers to sweep roads and cut grass prior to the judging of Britain in Bloom.

Coombe Shute – Councillors will form a working party to tidy the hedges between the Church House Inn and the V & A.
