A Meeting of Stoke Gabriel Parish Council was held on

Monday 25th June 2007 at 7.00 pm in the Village Hall

 

 

8 members of the public were present

2          Minutes of Last Meeting on 21st May 2007 – taken as read and signed by the chairman

3          Matters Arising from the Minutes – none

4          Reports from County and District Councillors

Cllr Pennington reported the following:

Gypsies – a meeting has been held about gypsies and travellers at which it was stated that the Local Development Framework must include provision of official sites, otherwise unauthorised sites will spring up in unsuitable places.

Mrs Rowe reported the following:

SHDC – they will be working with Teignbridge and West Devon councils for shared services, supplies etc in order to cut costs.

Housing – work has started on the South Gate area in Totnes, and the first phase will be offered to local people.  Tor Homes has built 11 homes in Dartmouth at a cost of £1.8 million.

Devon Youth Games – these will take place on 30th June at Okehampton for 8 – 16 year olds.

AONB – Mrs Rowe is chairman of Core Funding Group and R Foss chairman of AONB committee

Milk prices – the price paid to farmers is 16p a litre but the customer pays much more and it seems unfair that the producer does not receive a fair price for the liquid milk produced.

Chief Executive – Ruth Bagley has been awarded the OBE, which she claims is also down to the staff and council members.

5          Planning

1)  15 Mapledene Close – single storey extension to dwelling.  No objection.

2)  Mrs G’s Tea Shop, Paignton Road – alterations to provide separate dwelling & teashop with residential accommodation.  No objection.

3)  Adams Orchard, Mill Hill – erection of satellite dish.  No objection.

4)  Waterside House, Byter Mill Lane – erection of double garage with storage under.  No objection.

5)  Tides Reach, Mill Hill – conservation area consent for internal and external alterations to dwelling.  Site meeting arrange for 27th June.

6)  Tides Reach, Mill Hill – alterations and extension to dwelling.  Site meeting arranged for 27th June.

7)  Bow Garden, Duncannon Lane – extension to dwelling and erection of balcony.  No objection.

8)  Myrtle Cottage, Flood Street – resubmission of application for extension and alterations to dwelling.  Objection.

9)  Sandridge Park – resubmission of application for the construction of link extension and internal and external alterations.  No objection.

10) Sandridge Park – resubmission of application for Listed Building consent for construction of link extension and internal and external alterations.  No objection.

Payment of Accounts

Payment of the following were proposed by Mrs Hunt and seconded by Miss Ellis:

To approve 2006/07 accounts for audit – following the internal audit the chairman approved and signed the audit form for submission to the Audit Commission.

7          Items raised by the Clerk

Forthcoming election – the clerk reported that more than ten electors (exact number not known) had exercised their right to request an election for the casual vacancy on the parish council.  Consequently there will be a by-election on Thursday 19th July for which three candidates have put their names forward.

Unitary Authority – a letter has been received from SHDC stating that they are not in favour of Exeter becoming a Unitary Authority as they felt this would increase costs and result in a reduction of the level and quality of services.

Pre-School – the Pre-School have requested the backing of the Parish Council to provide a slide in the orchard play area, and a donation towards the cost.  The council had no objection to the slide but would like the Pre-School to obtain estimates of the costs and investigate other sources of funding before deciding whether a donation should be made.

Duncannon Footpath -  a letter has been received from another resident of Duncannon Lane, stating that DCC has failed to provide adequate signage for the revised route.

Hoyle Copse – a letter from a nearby resident expresses concern about a number of issues.  It was agreed to wait until Mr Jones returns before making a response.  Another letter from various parents seeks permission to use the quarry face for rock climbing.  It was noted that these people have already removed ivy from the rock face without permission, and the council expressed concern that the council’s insurance may not cover the activities.  It was agreed that on Mr Jones’s return the council would ask him to look into the conditions of the funding grant for Hoyle Copse, as this may prohibit any activities of the kind proposed.  The parents involved will be invited to the next meeting of the parish council to put their case.

Highways – Mr Brian George of DCC Highways Dept has accepted the parish council’s offer to attend the September 24th meeting to give a talk on how Devon Highways are funded.

Police Report – PC Marcel Pearse sent his report: one crime reported of the theft on 5th June of 3 hanging baskets overnight.  He asked that residents should guard their garden ornaments, fixtures and equipment.

Giant Camps – Tone Leisure asked for the parish council’s backing to a scheme providing holiday activities in the area for 4 – 14 year olds.  The parish council agreed that there is a need for these activities.

Code of Conduct – the clerk handed out to all councillors a Guide for Members May 2007 and a Pocket Guide.

8          Highway and Hedgerow Matters

Orchard – the new grass cutting contractor has failed to strim the grass next to the wall in the play area, and will be reminded to do so.

Road Sign – the sign at the junction of Aish Road/Lembury Road has been knocked down by a vehicle.

Byter Mill Lane – the “Turning Area” sign has gone and needs to be replaced

Grass verges – the verges and trees in Barn Park need trimming and hedges need trimming along Paignton Road towards Four Cross, Aish Road towards Lembury Road.

9          Parish Matters raised by Councillors

To consider Standing Orders – the clerk had supplied Mr Tarr with a model Standing Orders for Parish Councils for him to report back at this meeting, with a view to it being adopted.  Mr Tarr stated that he felt the adoption of this should be deferred until after the next meeting with the Monitoring Officer.

Parish Plan Report – a report from the Steering Group is attached. (See below)

Stoke Gabriel in Bloom – letters have been received praising the efforts of the volunteers.

Planning Committee – it was agreed to hold a meeting on Wednesday 18th July at 5pm.

Fish & Chip Van – complaints have been received that customers to the van have been parking on junctions and causing a danger to children stepping out into the road after purchasing fom the van.  It was suggested that the van would be safer parked inside Rydon Acres away from the junction.  The council agreed that the fish and chip van provides a valuable service to the village.

Election – it was reported that some notices had been removed from the Aish notice board and councillors were asked to be vigilant and report back if they see anyone removing official notices from the board before the expiry date.  The clerk stated that all candidates should have the same opportunity to display flyers if they so wished.

Affordable Housing – the clerk will request an update from the planning department.

Building & repair Work – stones have been removed from the newly-repaired war memorial. and sleepers from the bridges on the millpond foreshore have been retrieved after having been found floating in the water.  The contractors will be contacted to make good the damage.

Fly Tipping – this may be reported to Ian Hoskin at SHDC.  Phone 861535 and leave a message stating the details of what the item is, the type of vehicle seen, and the registration number.

Yalberton Action Fund – now standing at £510.

Torbay Business Park – another plan has been submitted.  A letter will be sent to Torbay Council asking what is happening.

Stoke Gabriel Parish Plan report 

A few words to keep the Parish Council up to date :-

Following the very successful consultation meetings at the beginning of June, the Group is now correlating the information from the Parishioners comments, which will help to form the basis of the questionnaire which will be going to all households in the Parish in the next few months. 

 We have also been successful in obtaining a grant towards the project, and we are awaiting confirmation that the ‘Parish Plan account’ is open so that it can be paid in. (We also have some expenses to pay out). You will recall that the Parish Council agreed to contribute a small sum towards the plan, (as well as covering the Village hall hire), and we shall be requiring this transfer within the next couple of months. 

As this project is gathering pace now, we would like to suggest that it become an agenda item so that the Parish Council and the Parishioners are aware of its progress and beyond, as is normal practice. A report will be submitted at Council meetings.
